Move to allow construction at Kalipoika draws flak

Kozhikode: The draft notification on the zoning regulation norms for the city published by the Department for Local Administration may have brought cheer to the real estate industry but the Kozhikode Corporation is not happy with some of the provisions.

Councillors are rattled by the proposal to allow construction at the eco-sensitive region of Dream City Area at Kalipoika.

The 233-acre Dream City Area got its name after the defunct Dream City Project, drawn up 12 years ago. Now the Department of Tourism has come up with a new project, Sarovaram.

As per the zoning regulation for the Development Plan for Calicut Urban Area, the committee appointed by the State Government is empowered to allow construction activities anywhere in the city. The provision is that any large-scale development proposals in an area not less than two hectares exceeding an investment of Rs.50 crore which provides direct employment to at least 500 people may be permitted in all the zones.

The council was opposed to the provision, as it would damage the fragile eco-system, Mayor M. Bhaskaran told The Hindu here on Monday.

He said the council would write to the Department for Local Administration through the Regional Town Planner in this regard. The deadline to make complaints and suggestion about the draft is Wednesday. "This specific provision should not be made applicable for the Dream City Area," Mr. Bhaskaran said. Several people had already encroached upon the area, he added.

As per the draft, a committee headed by the secretary, Department of Local Administration, comprising the Chief Town Planner, Regional Town Planner and secretary of the Corporation could recommend proposals subject to satisfying several conditions.

One of the key conditions is that the property developer should submit project-cum-feasibility report and environment impact assessment report, if required, to the committee 15, days prior to the meeting.

Another clause is that the developer should also submit before the committee all clearances from the agencies of the State Government and Centre. Adequate provision should also be made for supporting infrastructure such as water supply, sewerage and solid waste management. Separate sewage treatment plant and solid waste management measures should be provided and maintained by the developer.

Mangroves

Conservation of mangroves has been permitted in the area. The "uses restricted" in the area are horticulture pastures, plant nursery, fish farming, seed farms, botanical garden, bird sanctuary and camping sites.

Mr. Bhaskaran said the council sought further relaxation of the norms proposed in the draft for construction of buildings in the residential, commercial, industrial and agricultural zones.

The total built-up area for construction of residences, residential flats, apartments, residential quarters, night shelters, orphanages, old-age homes, restaurants and canteens in the zones should be increased to at least 200 sq. m. from the proposed 100 sq. m., he said. Agricultural zones in many parts of the city have remained uncultivated for 30 to 35 years.
