Tender/Quotation Notices Calicut University

 TENDER INVITED FOR 4 MBPS (1:1) CONNECTIVITY FROM ISP

 Conditions

ISP should have a Class A ISP license, which should be currently valid.

ISP should have

  • Direct Peering with Tier 1 Carriers to minimize the no. of hops and latency thereof to International destinations.
  • At least 10 International Points of Presence with Tier 1 Carriers.
  • Local Peering , within India, with at least 1 Other ISP.
  • Aggregate International Capacity (from International gateway in India up to International Points of Presence) of at least 1 Gbps.
  • Peering with National Internet Exchange of India (NIXI) at more than 3 locations in India.
  • Peering with at least 350 carriers at more than 15 Internet Exchange Points across the Globe.

Should have sold more than 1 Gbps Internet Bandwidth

ISP should have fully Resilient and Self Healing network architecture, on Fiber medium, for the domestic backbone upto the international gateway in India.

In case ISP’s national backbone uses the infrastructure of other Licensed NDLO’s, ISP must indicate the capacity available through these as well as indicate the existing SLA with all involved providers. ISP should have fully Resilient and Self Healing network architecture on Fiber Medium from the International gateway in India up to the International Points of Presence.

  • The International Connectivity must have both Trans Atlantic & Trans Pacific routes.
  • In case ISP International backbone uses the infrastructure of other licensed ILDO’s or of the International Fiber Cable Consortium, ISP must indicate the capacity available through these other provider’s or Consortium’s networks as well indicate the existing SLA with all involved providers.

 

Service Level Agreement

 

  • Committing at least 99.5% service availability, including the last mile connectivity (Penalty Clause for Non Compliance: 1 day’s rent for 98.5 to 99.4%, 2 day’s rent for 97).
  • Committing Latency of < 300 ms to US (Penalty Clause for Non Compliance: 1 day’s rent for any latency committed to any location)
  • Committing a packet loss of < 1% (Penalty Clause for Non Compliance: 1 day’s rent for packet loss > than 1%).

 

Last mile through underground fiber connectivity owned by the service provider must be provided at our premises and the ISP shall be responsible to maintain and monitor the last mile on 24 x 7 x 365 basis.

 

ISP should set up Gateway Anti-Virus, Anti-Spam protection, unlimited Mail Queuing and Mail Relay for our E-mail Accountswith one Domain.

 

  • The solution need to operate at the gateway and inspecting every mail messages to perform virus scanning, content filtering and traffic reporting
  • Gateway level Anti-virus and Anti-spam protection is required
  • Zero mail loss guarantee - Automatic queuing and forwarding of mail required
  • Automatic forwarding of mails – The proposed solution should immediately recognize that Calicut University mail server is not reachable to receive incoming mail traffic and will start queuing the mails. As soon as University server is reachable, the system should automatically deliver all the queued messages instantaneously.
  • ISP should ensure Disaster Recovery for incoming messages - Be it Mail server crashes, Scheduled maintenance Or Internet Connectivity disruptions; University messages won't bounce. Near 'Zero" mail loss guarantee required.
  • Provisioning of Secure Mail Queue services for our email accounts for customers domain with Unlimited data transfer
  • 5 Day Unlimited Queue and Automated delivery attempts with unlimited storage space for all incoming mails. Repeated delivery attempts will be made for undelivered/returned messages up to 5 days.
  • Comprehensive weekly, Monthly report of all the messages sent, virus cleaned, spam cleaned and various other parameters statistical report should be sent to University via email for further in-depth analysis.

 24 x 7 x 365 customer support should be offered

  • ISP should have centralized trouble-ticketing tool for call logging, monitoring and trouble shooting purpose.
  • ISP shall provide Single Toll Free Number for all the call logging and status update.
  • ISP should have well defined capabilities and procedures to track call resolution progress status and provide the updates to the customer. In addition, ISP should have well defined management and technical escalation procedures.

Operations and Maintenance

  • The Service provider should have well equipped O & M centers staffedwith experienced personnel.

 

  • Service Provider shall maintain the sufficient spares at the O & M centers to comply with committed MTTR.

MTTR should be a maximum of 12 hours, including the last mile connectivity medium.

ISP to have ISO Certification.

If all the parameters are satisfactorily met, preference will be given to providers with installation in Premier Educational and Universities (Proof for the above should be provided along with the tender)

This tender is invited for a term of 3 years renewable in an yearly basis. The ISP should consider the reduction in charges whenever applicable.

Calicut University reserves the right to invite fresh tenders.

Sealed tenders should reach the REGISTRAR , University of Calicut on or before 4 pm 10.07.07.

The tenders will be opened at 4.30 PM at Registrar's Office.

Sealed Tenders are invited from the reputed firms for the supply of following Printing & Binding Materials and Paper & Paper Boards to the Calicut University Press for the year 2007-08.

1% of the quoted amount should be remitted as EMD besides remitting cost of tender form by separate DD. Sealed and superscribed tenders should reach the DEPUTY REGISTRAR (Purchase), Purchase Division, University of Calicut on or before 20.07.2007.
